Landed the canonical fact ledger (ADR 0022) and the budget model (ADR 0024), plus the generic reactive cascade that hangs off them. The portal now has direct fact set/get with optimistic CAS, a budget surface that enqueues recompute on every write, and a Budgeter agent that emits enum priorities and lets the pure allocator turn them into dollars. Also snuck in the design render log, guest party caps with server-side enforcement, idempotency keys on Job, and a SKIP LOCKED claim fix that was honoring the lock but not the LIMIT. Eight commits, lots of migrations, and the satisfying feeling of two ADRs collapsing into one diff.
