Railway deploy wrangling

Spent the day fighting Railway into accepting the monorepo. Sixteen commits of renaming Dockerfiles, shuffling nixpacks configs between app dirs and the repo root, adding a railway.json for the API, and switching uvicorn to python -m so the module actually resolves. Also split API_URL from NEXT_PUBLIC_API_URL so SSR can hit the internal network while the browser uses the public host. Nothing here is clever, it is just the tax for picking a new platform.
